This is comedian John Pinette and this is a really funny stand-up that he did a few years ago. He had a cameo in the season finale of Seinfeld. He played the guy who gets his car stolen while Jerry, Elaine, George, and Kramer get arrested for not helping him. Here is a link to his website.
